High Efficiency Clothes Washer (HECW) Rebate
Rebates of up to $200 for high-efficiency washing machines with a water factor of 4.0 or less are now available through your water retailer. These rebates are available for both residential and commercial accounts as long as funds are available. Contact your water retailer for details.
High Efficiency Toilet (HET) Rebate

Rebates of up to $80 for high-efficiency toilets (1.28 gallons per flush) are now available through your water retailer for homes and buildings older than 1993. These rebates are available for both single (limit of 3)and multi-family residential (limit of 50) and commercial accounts (limit of 50) as long as funds are available. Contact your water retailer for details.
Large Landscape Rebate Program
The Large Landscape Rebate Program gives homeowners associations, landscape maintenance districts and parks the opportunity to receive rebates for weather-based irrigation controllers and landscape modifications. The Large Landscape Rebate Program offers two separate options for rebates. Customers may take advantage of either option or both options as long as funds are available. The steps below are mandatory and must be followed in order.
Option One – Weather-Based Irrigation Controller (WBIC) Rebate
- Customer initiates contact by calling conservation coordinator at (661) 513-1231. More detailed instructions and application will be provided by CLWA.
- CLWA conducts a pre-inspection of existing controllers.
- CLWA conducts a brief educational presentation to stakeholders (HOA, board members, or property manager) on use and limitations of weather-based irrigation controllers.
- Installation of controllers by customer. Controllers must appear on this list to be eligible for rebate.
- CLWA conducts a post-inspection of new controllers.
- Submit application to CLWA. Rebate is given from CLWA to customer at $25/active station.
From this step, it may take up to six weeks to receive a check from CLWA.
Option Two – Landscape Modification Rebates
- Customer initiates contact by calling conservation coordinator at (661) 513-1231. More detailed instructions and application will be provided by CLWA.
- Customer hires expert as consultant to assess opportunities for replacing high-water using plants with low-water using plants or removing irrigation entirely from areas that could be naturalized. Consultant must be a landscape architect, landscape contractor, horticulturist, or California Nursery Professional. CLWA would pay up to 50% up to $3000 of cost of expert.
- Customer submits application to CLWA.
- Consultant submits data to CLWA.
- CLWA conducts pre-inspection of landscaped area.
- Installation of plants or removal of irrigation by customer.
- CLWA conducts a post-inspection of landscaped area.
- Submit rebate form to CLWA. Rebate is given from CLWA to customer at $300/acre-foot for water saved due to conversion of plants and up to $3000 for hiring of expert.
From final step, it may take up to six weeks to receive a check from CLWA
Free Residential Landscape Program

Once SCV residents or their landscapers complete our training, they will receive a free weather-based irrigation controller that automatically adjusts the amount of time sprinklers are on as well as helpful hints on water conservation in your landscaping. These controllers are available only for single family residential accounts. For controllers for homeowners associations, please see our large landscape program.
